I. Card registration

For the registration in the CEC Pay App the first step is to create the account, in which case the user must provide the following mandatory information: name and first name; e-mail address, validated by entering the code received by SMS; username (nickname) and password to be used; the default card details (card number, expiry date). Several accounts with the same default card and/or same e-mail address attached can not be created.

After you have been identified based on the information mentioned above, as a CEC Bank card holder client, in order to add the cards in CEC Pay it is necessary to manually enter the card details - card number, the card holder's name and first name (as they appear on the card) , card expiry date and CVV code (the 3-digit code on the back of the card) for each of the cards you want to use in the App. In order to validate the card registration, the user can either choose to receive a code by SMS on the phone number declared at the time of opening the business relationship with CEC Bank or of updating the data in the Bank's system or by calling the phone number indicated in the App.

In the case of legal persons’ cards issued on the name of users, the code for the validation of the card will be sent on the phone number of the card user, registered as such in the Bank's system.

If you did not receive the OTP (One Time Password) code at the first attempt, you can select the Resend Code option, valid for 3 consecutive attempts. If you still do not receive it, you can contact us anytime for the verification of the telephone number, at the phone numbers (04021) 202.69.99 / 315.71.00, available from any national fixed or mobile network.

After entering the code received via SMS (OTP), if all is OK you will see a confirmation window, informing you that the tokenization of the card has been successful. You will also receive an e-mail confirming the registration of the card in the App.

If everything seems fine, but you still cannot register your card, we advise you to check the following:

  • the card must be active and within the validity period;
  • the requested data must be entered correctly;
  • the entered OTP code must be correct.

In case of phones with Android operating system, to perform contactless payments (NFC), adding the card and validating it leads to the allocation of a payment token (alternative virtual card number) for the relevant card, the last 4 digits being available for viewing in the corresponding card settings. These last 4 digits will appear on the receipt issued by the terminal, following the payments made with the card.

The default payment card is the card that you will use to pay at merchants, when you bring the phone close to the POS, if you chose to pay with the phone opened. If you have more cards registered in CEC Pay and you want to pay with another card, before pressing the Pay in store button you need to select the card you want. The first card selected for registration in CEC Pay is automatically set as the default payment card. Afterwards, you can set any of the cards as a default payment card, anytime during the period of App use, by accessing the relevant settings button, namely Payment at store/Default card.

You can always remove a card from the App by accessing the corresponding options, respectively Edit card / Delete card. Subsequently, if you want to add again the card, you need to register it again. Deleting from the App does not represent blocking the physical card.

Yes, you can register more cards in CEC Pay. From the main screen of the App, access the icon in the upper right side and follow the card registration process.

The App saves only the last 4 digits of the card number, the expiry date and the name of the card holder. The complete card number and its CVV code are never saved.

The transactions will be authorized by the method of securing / unlocking the phone: password, fingerprint, model or other method of security offered by the phone.

If you lock the physical card, you will not be able to use it for payments in the App.

If your physical card expires, you will not be able to use it in CEC Pay either.

No, the PIN will be the method of securing / unlocking the phone, which can be, depending on the option selected - PIN, fingerprint, model, etc. and it differs from the physical card PIN.

If you change your physical card you will need to enter it in the App.

II. Payment by phone

Once you have registered your cards, you operate contactless payments via NFC technology using any of them! You can choose the type of payment which suits you. In the Settings menu, select the Payment settings option and you will find two features:

  • Payment with open screen: unlock the phone, put the phone close to the terminal, authenticate with the method selected and that's all! You made the payment with the default card.
  • If you wish to pay with a card other than the default one, you only have to access the App, select the card with which you want to pay, access the option, put the phone close to the terminal and that's all! You made the payment with that card.

No, the authentication is done with the method selected at the moment of unlocking the phone with which you make the payment.

Yes, our recommendation is to have an internet connection when using the CEC Pay App to operate payments. At the same time, there is the possibility to make payments even if you are in a place without internet connection, but only for a maximum of 10 transactions.

You can pay by phone in any store in the country or abroad, which has a contactless terminal (POS) and displays the specific symbol.

No, CEC Bank does not charge any fees for payments by phone.

You just have to make sure that CEC Pay is the default App used and unlock the phone with the authentication method selected. Setting CEC Pay as the default App can be done either directly from the App at the time of installation or later from the menu of the phone with Android operating system.

The payment limits differ depending on the type of the card you have. The value of the payment made with the phone is included in the ceilings for payment at merchants, set for physical cards.

After successfully registering a card, the App will ask you if you want CEC Pay to become the default payment app. Using the Replace button you agree to set CEC Pay as the default payment App. In case you do agree, the payments with the mobile phone will be operated from the default payment app.

Yes, you can make payments only if the NFC function in the phone settings is switched on.

Access the App by authenticating yourself with the method selected, choose the card for which you want to view the transaction history and select the Transactions option. You can also view the available balance of the card for any card registered in CEC Pay.

If everything seems fine, but you still can not pay, we advise you to make sure of the following:

  • Whether the POS where you are trying make the payment is contactless;
  • Whether your phone has NFC functionality enabled;
  • Whether CEC Pay is set as the default payment app;
  • Whether the cover of your phone is not too thick and blocking the NFC waves. Try to remove the cover or bring the phone closer to the POS from another angle;
  • Whether you have an internet connection;
  • Whether before trying, you have unlocked the phone by the selected method, respectively PIN, fingerprint;
  • Whether the POS error does not indicate the exact problem.

III. Transfers

You can transfer money through CEC Pay to other CEC Bank clients, to clients of other banks in the country or to clients of banks in certain countries (Italy, Spain, France, Germany, UK, Scotland, Ireland, Wales, Holland, Belgium. , Sweden, Norway, Denmark, Finland, Austria), taking the following steps:

  • Select the money transfer option, respectively Send;
  • In the newly opened screen, select the card from which you want to pay and fill in the amount and card number of the person you want to send money to;
  • Agree with the operation and the bank fee applied, by confirming the operation.

As the Initiator of the operation (payer) you will be notified by a push notification received on the phone from which you initiated the operation or via e-mail, depending on the type of notifications selected.

You can ask a person to send you money by taking the following steps:

  • Select the money transfer option, respectively Receive;
  • In the newly opened screen fill in the phone number of the person from whom you want to receive money;
  • Enter the amount of money requested.

The payer, CEC Bank client, client of another bank in the country or client of certain banks from abroad, is notified by SMS regarding the amount pending payment. The SMS message is sent to the phone number selected by you. The SMS includes a link which redirects the user to the app required to complete the transfer. The user can view all details of the transaction directly in the dedicated menu.

Yes, transfers (sending money, requesting money) are limited by daily thresholds on the card, both with regard to the amount as well as the number of transactions:

  • for national transfers: minimum 10 lei / transaction, maximum 4500 lei / day / card and maximum 6500 lei / month / card, maximum 5 transactions / day / card and maximum 15 transactions / month / card;
  • for international transfers: minimum 10 lei / transaction, maximum 4500 lei / day / card and maximum 6500 lei / month / card, maximum 10 transactions / day / card and maximum 20 transactions / month / card.

Transfers (sending money, requesting money) are charged as follows:

  • payments made between the cards issued by CEC Bank are free;
  • payments made from debit cards to the cards issued by other banks in the country and abroad are charged with 3 lei per transaction;
  • payments made from credit cards to cards issued by other banks in the country and abroad are charged with 7 lei per transaction;
  • receipts are free.

The user is notified with regard to the fee value of each transaction, the client’s agreement being required in this regard.

The transfer is operated instantly for debit cards, 24/7, following the beneficiary / payer's confirmation.

You can view the transfers, as well as their status in the "Transactions" section, depending on the operating system - Android / iOS.

IV. Card details

Select the desired card and you will be able to view the available balance below the card's visual. If it is not displayed on the first attempt, select Refresh.

Select the desired card and then select "Transactions" to view the history of the last 30 transactions.

V. Other options

With the CEC Pay App, card users will be able to make the following additional settings:

  • view the details of the cards added and the transactions made with these cards, including their balance;
  • set receiving alerts for transactions made with physical cards and with the cards registered in the App;
  • restrict certain types of transactions (ATM / MFM, international, online);
  • restrict transactions which exceed a certain value;
  • suspend all transactions with the card until it is reactivated (lost card, etc.).

The user of the card registered in the App will receive notifications by e-mail both for making these changes and for other types of changes which impact the account or the card registered in the App.

If you have a card issued on the name of the company, you can perform the following operations:

  • Pay with the card added in CEC Pay, if you have a phone with Android operating system;
  • Money transfers to another card and / or to a mobile phone number;
  • View the history of the last 30 transactions;
  • View the details of the cards added and the transactions made with these cards, including their balance;
  • Set receiving alerts for transactions made with physical cards and with the cards registered in the App;
  • Restrict certain types of transactions (ATM / MFM, international, online);
  • Restrict transactions exceeding a certain value;
  • Suspend all transactions with the card until it is reactivated (lost card, etc.).

The user of the card registered in the App will receive notifications by e-mail both for making these changes and for other types of changes which impact the account or the card registered in the App.
