TeleCEC Service enables you to access by phone all the types of accounts opened on your name, in order to execute operations as: 
a. Interrogation of operation balances and histories; 
b. Execution of intra-bank and interbank payments, in Lei and foreign currency; 
c. Setting up and liquidation of deposits in Lei and foreign currency; 
d. Execution of currency exchange operations.

TeleCEC Service is available for all the CEC Bank customers who:
– Have a current account in Lei opened with CEC Bank;
– Have signed the TeleCEC Service Use Contract with the Bank;
– possess the Digipass/token device under the form of a bank card issued by the Bank;
– communicate an authorizing code (OTP - One Time Password) generated by the Digipass/token device under the form of the allocated bank card;
– know the answer to the security questions.

a. TeleCEC Service access is made by calling at the phone number 004 021 211 11 11, under common charging rule of the relevant telephony provider in the network where the call originates. 
b. TeleCEC Service is available for the customers from Monday to Friday, between 09:00 and 19:00.

a. call at the special phone number 004 021 211 11 11; 
b. ensure you have an available current account balance sufficient to cover the afferent bank fee;  
c. generate valid codes by using the Digipass/token device under the form of a bank card;
d. answer correctly to the security question(s).

The Digipass/token device under the form of a bank card is a device which calculates a dynamic password, known as “one time password” (OTP), by which the TeleCEC Service user identifies him/herself in order to be authorized to have access to the system, as well as authorizes the execution of the transactions ordered via the Service.  Such password is generated by using the 3DES cryptographic algorithm and it is valid for a limited period of time. The device is protected by an access code called PIN (Personal Identification Number). Only by knowing this code, you can generate the password used to access the TeleCEC Service.

The Personal Identification Number (PIN) is a code of 4 figures which protects the access to the security device called Digipass. This code is established by the customer upon the receipt of the Digipass device and it may be subsequently changed. 
IMPORTANT! To ensure the transaction security, CEC Bank recommends you NOT to write the PIN code in a visible place and, under any circumstances, on the Digipass device.

a. For Digipass : 
- After the Digipass device generates the access code made of 6 alphanumeric characters, keep pressed the button marked by a triangle, for several seconds. 
- On the monitor will appear the message “NEW PIN” and you must entry now the new PIN. 
- After you entry the 4 figures, on the monitor appears the message “PIN CONF” (confirmation of PIN)
- Re-entry the new PIN
- In case you re-entered the same new PIN, the message will be “NEW PIN CONF” and this one will be the PIN which, from now on, protects your Digipass device. Otherwise, the message will be “FAIL” and you must repeat the aforementioned procedure to change the PIN. You can change anytime the PIN previously established.

b. For token under the form of bank card: 
- Press the button “ON/OFF”
- Entry the current PIN
- Press the button “OK”
- Press the button “CHGPIN”
- After the message NEW PIN appears, directly entry the new PIN code (made of 4 numeric characters) 
- After the message CONFIRMATION appears, re-entry the new PIN code 
- In case you re-entry the same new PIN, the message will be “SUCCESS” and such PIN will protect from now on the Token device under the form of a bank card. Otherwise, the message will be “FAIL” and you must repeat the aforementioned procedure to change the PIN. You may change anytime the PIN previously established.

a. For Digipass:
If you entry a wrong PIN three times successively, the message "FAIL 3 LOCK PIN” appears and the device locks. To unlock it, you must execute the following steps: 
- call by phone the Bank’s Customer Support Service at 0800 800 848/ +40-(0)21-202.50.50 or +40-(0)21 211.11.11;
- open the device by pressing the button marked by a triangle. This will display a code you must transmit to the Bank’s staff;
- you will receive another code provided by the Bank, which you must entry by using the keyboard. After such entry, your device is unlocked and you can use it again, only after establishing a new PIN.

b. For token under the form of a bank card: 
If you entry a wrong PIN three times successively, the following messages appear successively: 
PINERR>1, PINERR>2, and after PINERR>3 is displayed: LOCKPIN> and next to it, a code of 7 figures which you must communicate to the  TeleCEC Service operator, together with the series of the device under the form of a bank card (series appear on the upper right corner of the back leaf of the token). 
After the communication of the above data, you will receive another code made of 8 figures which you must entry by using the device keyboard. In this moment, the device is unlocked and you can use it again only after establishing a new PIN as described at above point 7.

If the security Digipass/token under the form of a bank card is lost or stolen from you, please notify without delay the Emergency Service, by calling at +40-(0)21-202 50 50/ 0800 800 848  or at +40-(0)21 211 11 11, for the device could be locked. 
Please contact a CEC Bank agency in view of delivering you a new authentication device.

To be assisted during the use of the Service, CEC Bank provides you with the following alternatives: 
- a phone assistance service by calling at +40-(0)21-211 11 11 
- a User Guide for the Digipass/token under the form of a bank card offered upon contract signature, which can be accessed also online on the website: www.cec.ro

The bank operations available via TeleCEC Service are executed only upon the account holder’s (individual) request. The person authorized to operate the account has rights similar with those of the account’s titular only in the CEC Bank agency. Legal person referred to as "client" in relation to the Bank, can benefit from banking operations available through TeleCEC service through persons authorized to represent the company (legal representatives). The authentication device and the afferent PIN are strictly personal. Their transmission to any third party shall be made on the exclusive liability of the holder.

By the TeleCEC Service, the beneficiaries have the following advantages:  
- intra-bank transactions of any type, for free; 
- bank fees reduced by 50% compared to those charged for operations at the Bank cash desk.

The free of charge operations via TeleCEC Service are the following:
- interrogations for finding out the account balances, the operation histories and the orders to transmit the bank account statements/payment orders
- operations afferent to the own accounts (setting up, liquidation, deposit, currency exchange) 
- intra-bank payments in Lei and foreign currency, including payments to the suppliers of utilities whom CEC Bank has concluded contracts with.

According to the type of transaction (intra-bank or interbank), TeleCEC operator shall communicate during the phone call, the limit hour for processing the transferred amount.
