Loan destination:
- the purchasing of a house personal property through the "First House" Program
- the purchasing of a house personal property (the second) through the "First House" Program

The beneficiaries can purchase within the Program the following types of houses:
- new housing intended to being purchased, including the ones built through the programs run by A.N.L. (National Agency for Housing), for which the takeover reports at the end of the new construction works were signed not more than 5 years before the application date of the guaranteed loan;
- consolidated housing, intended to being purchased for which the takeover reports at the end of the intervention works for the consolidation and/or reduction of the seismic risk were signed not more than 5 years before the application date of the guaranteed loan, including the ones built through the programs run by A.N.L.;
- received housing at the end of the new construction works or of intervention for the consolidation and/or reduction of the seismic risk, by case, more than 5 years before the application date of the guaranteed loan, intended to be purchased, including the ones built through the programs run by A.N.L., which do not comply with the categories above mentioned. The term of 5 years above mentioned at paragraphs 1, 2 and 3 shall fulfill in the corresponding day of the last year.

The individuals with Romanian citizenship who live abroad and have work and residence permit issued by the competent authorities of the state can also benefit from finance.

Credit duration: maximum 30 years

Own contribution:
- minimum 5% of the purchasing price of the house and/or which cover the difference between the purchasing price of the house resulted from the preliminary contract of sale or in the documents specified to the procedures of tender and guaranteed finance.

Loan value:
- for the housing received at the end of the construction works or the consolidated ones for the reduction of the seismic risk, by case, with more than 5 years before the application date of the guaranteed loan, intended to be purchased, including the ones built through the programs run by A.N.L.: maximum 57.000 euro (Lei equivalent), but not higher than the value resulted from the evaluation report of the housing;
- for the new housing, intended to be purchased, including the ones built through the programs run by A.N.L., for which the takeover reports at the end of the new construction works were signed not more than 5 years before the application date of the guaranteed loan: maximum 66.500 euro (Lei equivalent), but not higher than the value resulted from the evaluation report of the housing;
- for consolidated housing, intended to be purchased, for which the takeover reports at the end of the intervention works for the consolidation and/or reduction of the seismic risk were signed not more than 5 years before the application date of the guaranteed loan, including the ones built through the programs run by A.N.L.: maximum 66.500 euro (Lei equivalent), but not higher than the value resulted from the evaluation report of the housing;
- for the purchasing of a new housing within the Program, regardless the compliance of the housing with the categories mentioned at paragraphs 1÷3: maximum 95% of the housing purchasing price, respectively the value mentioned in the building contracts, determined according to the paragraphs 1÷3.

Grace period: according to the credit duration
- maximum 90 calendar days, for short-term loans;
- maximum 180 calendar days, medium and long-term loans.

The minimum age accepted by Bank for contracting the loan is of 18 years.

The maximum age determined for full refund of the loan is of 75 years.

Types of accepted incomes: permanent certain net incomes (salaries, pensions, agricultural activities, independent activities, rents, dividends, collaboration contracts, intellectual property etc.).

Indebting grade: maximum 65,4%, depending on the credit duration and the level of the total permanent certain incomes.

Guarantees:
- guarantee issued by FNGCIMM for maximum 50% of the guaranteed loan balance for the new housing and maximum 40% of the guaranteed finance (principal) for the other categories of housing
- mortgage rank I for the whole credit period, established for the Romanian State and Bank, proportionally with the guarantee rate, on the purchased housing / land where there is to be built the housing, as well as on the future housing built through Program
- the mortgage on the credit balance of all the accounts opened at Bank, established for the Romanian State and Bank, proportionally with the guarantee rate
- the mortgage on the collateral guaranteeing Deposit “Our First House”, with an amount equal to the first three interest rates

Loan refund:
- in monthly installments formed of the capital ratio and interest;
- the prepayment of the loan can be performed anytime, up to the final maturity of the loan, without charging prepayment fee.

Interest
- variable throughout the lending period:
Standard/no credit card: 4.08% (ROBOR 3M + 2.00 p.p.)
Along with credit card: 4.03% (ROBOR 3M + 1.95 p.p.)

The currently considered ROBOR 3M interest level is 2.08%, valid on 3 January 2018.

The level of  ROBOR 3M interest is modified on a three months period on 1 January, 1 April, 1 July and 1 October of the year or in the first working day, during the working day immediately following the first day of the quarter, if this one is a non-working day, according to the exchange rate of B.N.R. (National Bank of Romania).

The valid value of the indices at the modification date is published by the related regulatory organization, two working days prior.

Commissions owed to FNGCIMM:
- administration commission: 0.45% calculated annually on the balance of the warranty (50% of funding)
- sole analysis commission, when issuing a guarantee promise: 0.15%, calculated on the value of the guarantee promise

Other cost elements that are not taken into account of DAE, respectively:
- registration/extension/modification (by case) and cancellation of the pledge on the present and future credit balances of the current accounts of the customers/co-debtors and of the customer’s debit card accounts at the Electronic Archive of Security Interests;
- all the costs (taxes, fees, other costs) that are to be paid about concluding, advertisement and/or registration of the loan contract and of the ancillary documents (guarantee contracts, including their extension/cancellation etc.), including the notary fees;
- the amounts representing the insurance premiums related to the insurance policies for general risks, related to the value of the assets accepted as collateral, for which there are concluded such policies and/or PAD (Effective Annual Interest Rate) premium quote, given that the Bank does not impose the concluding of the insurance premiums with a certain provider of such services;
- the amounts related to the evaluation of the movable/immovable assets accepted as collateral, except for the evaluation that is performed by the internal evaluators of the Bank.

The beneficiaries may build within the program the following types of dwellings:

- dwellings which will be built through associations without legal personality of minimum 2 beneficiaries, at least one of them being the owner of the land where the dwellings will be built.

- at least 5% of the costs of building the dwelling, which covers the difference between the amount of the construction contract and the guaranteed financing.

Loan Value:
- in case of future housing to be built by individual beneficiaries, including those built by programmes run by A.N.L., maximum euro 66,500, but not more than the value resulted from the estimated bill of quantities attached to the Contract for the house construction;
- in case of future housing to be built by associations without legal personality, consisting of minimum 2 beneficiaries, of whom at least one is the owner of the land on which houses will be built, maximum euro 71,250, but not more than the value resulted from the estimate bill of quantities attached to the Contract for the house construction.

Grace period: 18 months

The maximum agreed age for the contracting the loan: 18

The maximum agreed age for the complete reimbursement of the loan: 75

Types of accepted income: sure permanent net income (salaries, pensions, agricultural activities, independent activities, rents, equities, collaboration contracts, intellectual rights etc.)

Indebtedness rate: maximum 65,4%, according to the loan period and the level of the total permanent sure income

Guarantees:
- guarantee issued by FNGCIMM for 50% of the guaranteed loan balance
- the real-estate mortgage of 1st rank during the entire loan period, set up in favour of the Romanian state and of the Bank, proportionately with the guarantee share, over the acquired dwelling/land where the dwelling/dwellings will be built, as well as over the future dwelling/dwellings built through the Program;
- pledge without dispossession over the credit balance of all current accounts opened with the Bank, set up in favour of the Romanian state and of the Bank, proportionately with the guarantee share
- movable mortgage over the Collateral guarantee deposit "Our First House", in amount equal to the the first three interest rates

Loan reimbursement:
- in monthly instalments consisting of the capital instalment and the interest;
- anticipated reimbursement of the loan may be made anytime, until the final due date of the loan, without applying an anticipated reimbursement commission
